ZHA implemented a structured and disciplined process focused on eight key strategic areas of development to gather information about a broad array of conditions related to the site, infrastructure, tenants, and previous planning studies including the 2021 FAA Master Plan Update. A development zone concept was subsequently created to align future land use strategies with Airport assets. Industrial, advanced technology/research, cargo, and intramodality are major focuses of the Plan.

Currently in the Phase II implementation portion of the plan, ZHA is assisting the Authority to move near-term development projects into activation mode while continuing the outreach necessary to achieve the long-term strategies outlined in the plan. ZHA is providing cost-to-benefit analysis to prioritize projects for near-term development and establish pad-ready sites to provide ‘speed to market’ opportunities at SFB. This phase also includes the integration of regional Economic Development resources to optimize and amplify development opportunities in the national markets.
