Governmental entities and authorities often have capital programs or projects that require specialized or additional staff to ensure successful implementation of projects. These entities can stay lean when undertaking these complex programs or projects by using ZHA as an extension of their staff. Our clients have ready access to the varied expertise of our professional staff when the need arises. In our role, ZHA can bring assistance and expertise on a part-time or full-time basis as the needs evolve over the life of the project. No task is too small or large. We are proud to serve as an extension of staff, assisting in the implementation of complex capital programs and helping coordinate multiple integrated projects.

Osceola County
Construction Project Management Services
Osceola County Government, Florida

ZHA is currently providing continuous Project Management services for design and construction oversight of various capital projects including municipal buildings, parking facilities, health facilities and roadway projects. Notable projects include:

Austin Tindall Regional Park Expansion—The project expanded the existing Regional Park with the addition of four (4) lighted multi-use fields (sized to allow soccer or football) and one (1) additional lighted multi-use field (sized to allow soccer or football) designed to provide a stadium for spectators. This expansion resulted in the Park having ten (10) multi-use fields. The 31-acre expansion also includes buildings to accommodate concessions, park operations, and locker rooms for players and officials, meeting rooms, equipment rooms, restrooms and other support spaces, with pathways, pavilions, picnic areas and play grounds situated around the playing fields.

Osceola Heritage Park Expansion—The park is a cornerstone of the recreational facilities in Osceola County; it is home of the Houston Astros spring training facility and the Silver Spurs Rodeo, as well as the location of Mecum Auto Auction's largest show in the world. As the Owner's Representative, ZHA has participated in a multitude of improvements at this facility. Those improvements include:

  • Renovation of interior back-of-house space to provide an upscale club/concession space (Heritage Club) for park patrons.
  • Expanded concession space and restroom facilities at the Astros' ball field.
  • Design and construction of a 10,000-square-foot storage facility to house Osceola Heritage Park equipment and supplies.
  • Renovation of stadium seating and the addition of patron stairs.
  • Renovation of interior space to provide additional locker rooms, dressing rooms, and meeting space.
  • Renovation of (4) unique concession spaces for Silver Spurs Arena.

Other projects include a community center, courthouse expansion, health clinics, recreation facilities renovations, roadway improvements, library renovations, correctional facilities, and storage and other miscellaneous facilities.

Sumter County
Project Management Services
Sumter County, Florida

ZHA provided Continuing Project Management services for various capital projects including fire stations, libraries, parking areas and other municipal facilities. Specific projects include:

  • E.C. Rowell Library Renovation and Expansion—The library project replaces an existing facility and provides a 4,400-square-foot expansion for books and other media, room for twelve public access computer stations and staff work area, as well as a meeting room for community use and library programs.
  • Webster Fire Station No. 12—A new 7,630-square-foot facility, which houses three pull-through apparatus bays for easy response and return to the station, as well as a living area complete with kitchen, dormitory, day room, office/training area, laundry and fitness room; the project will allow for round-the-clock emergency services in the area.
  • Lake Panasoffkee Library Renovation and Expansion—The library project expanded the current facility to include more space for adult and children's books, meeting space and a space dedicated to Friends of the Library, a volunteer organization that supports reading.
  • Lake Panasoffkee Fire Station No. 21—The project expanded the existing station by 4,400 square feet to include three pull-through apparatus bays and living area complete with kitchen, dormitory, day room, dining area, office, laundry and fitness room.
  • Lake Panasoffkee Recreation Center Improvements and Upgrades—The park improvements included the addition of an outdoor handball court, an outdoor skateboard park, and the addition of a walking trail that encircles the recreational soccer and game fields. The project also included accessibility modifications to the adjacent recreation/meeting facility including upgrades of the serving kitchen, restrooms, building entrances and parking areas.
  • Public Works Annex—The project provided a new 4,343 square feet metal building to house equipment for the County's Public Works Department.
City of Winter Park
Owner's Representative Services
City of Winter Park, Florida

ZHA has provided the City with Owner's Authorized Representative – Program and Project Management, Master Planning, Land Use Planning, CRA Consulting, Design Criteria Package Development, Consensus Building services on several planning and construction projects. Completed projects include:

  • Winter Park Community Center at Hannibal Square—A 38,500-square-foot recreational facility that encompasses a half city block in downtown Winter Park's west side. The building includes a gymnasium, fitness center, children and youth activity areas, a media center, senior center, kitchen, concession stand, meeting & banquet rooms and the Parks & Recreation offices. Additionally, there is an outdoor playground, a multi-functional pool and an outdoor stage that orients onto Hannibal Square Park.
  • ‘Plan the Possibilities 20-year Master Plan Update’—The program focused on city owned 'Civic Venues' properties and how the City of Winter Park could best utilize these assets. The project occurred in three key stages: visioning, asset valuation and lastly alternatives development. Primary elements of this plan organization were the city hall, library, post office, central park, a potential civic theatre and public parking.
  • Winter Park Welcome Center—A design-build project for a 10,000-square-foot, 2 story building to serve as a welcome center. The building houses the Winter Park Chamber of Commerce offices and a 2,000-square-foot community room.

ZHA has worked with the City of Winter Park on other planning projects such as Brookshire New School Alternative, Winter Park School Strategy, Community Redevelopment Area plan, the Winter Park Library Renovation and Addition, City-Wide Parks Master Plan, and Winter Park Civic Center Restoration.

City of Lake Mary
Owner's Representative Services
City of Lake Mary, Florida

ZHA has provided the City with Owner's Representative and Project Management services on several planning and construction projects. Successfully completed projects include:

  • Community Center—The project includes interior renovation of a 6,000-gross-square-foot existing structure located in Lake Mary, Florida. The previous use of the facility was a dormitory. The proposed use is a community center/meeting facility with two large meeting rooms and related support spaces and administrative offices.
  • Events Center—A 2-story events center of approximately 20,000 square feet with multiple porches for extended function areas, a catering kitchen, a meeting room and offices.
  • Municipal Services Complex—A 38,000-square-foot turnkey project. The complex houses the main fire station, fire department headquarters, administration, building and life safety, and community development, including planning and engineering departments.
  • City Hall Expansion—A design-build contract for the expansion and remodeling of a 40,000-square-foot city hall building and an 8-acre site. The 15-year old building holds all administrative offices of the City plus council chambers for 107 people. The project includes remodeling (a full gutting of the interior), enlarge the council chambers, the addition of an entry rotunda in the north area and create a ground lobby. This project involves working with new city development standards to blend with street scape program.
  • Fire Sub-station—Provide design criteria development services for a 7,000-square-foot fire substation. The fire substation is a full service fire station and emergency response facility located next to City Hall and adjacent to the Police Department.
City of Inverness
General Consulting Services
City of Inverness, Florida

ZHA has a continuing services contract to provide the City with Owner's Representative – Design Criteria Consultant, Project Management, and Master Planning services on planning and capital improvement projects. Successfully completed projects include:

  • ‘Envision Inverness’—Provided visioning and strategic planning for the Waterfront City initiative that will allow for orderly growth of public facilities downtown. Downtown Inverness includes Historic Courthouse Square, Lake Henderson, the Withlacoochee Trail and other recreational waterfront activities.
  • Waste Water Treatment Plant Renovation/Upgrades—Provided independent oversight services for the construction, operation and maintenance of the City's wastewater system which includes a 1.5 MGD facility and reclaimed water distribution system.
  • Inverness Government Center—Developed design criteria and consultant procurement packages, negotiated contracts, and provided design management and construction administration for the city's $5.7 million city hall replacement project.

ZHA has worked with the City of Inverness on other planning projects to provide for future growth and best use of City facilities.

City of Cocoa
Owner's Representative Services
City of Cocoa, Florida

ZHA provided the City with Owner's Authorized Representative – Design Criteria Package Development, Design-Builder Selection & Negotiation, Design Management, Project Management, Construction Oversight, Planning services on a number of planning and construction projects. Successfully completed projects include:

  • Transmission & Distribution Warehouse Facility—A 50,000-square-foot facility with associated office space to house the city's water field operations transmission and distribution warehouse. This construction project was completed using 97% of the proposed total budget for the project.
  • Cocoa City Hall—A new 42,000-square-foot, three-story city hall in a neo-traditional design to consolidate city departments, council chambers, an Emergency Operations Center, and provide for future anticipated growth. The project included a public plaza, parking, and underground storm water retention. The project is LEED Gold certified. This construction project was completed using only 92% of the proposed total budget for the project.
  • City Hall Redevelopment Concept Plan—Redevelopment concepts were developed for the Cocoa Downtown Redevelopment Area using the new City Hall as a design standard and theme for the creation of a new professional/business district. The concept plan examined links and opportunities to Historic Cocoa Village, the Riverfront, parks and public spaces, as well as the surrounding residential neighborhoods.
  • Cocoa Uptown—Visioning plan for the Northern portion of the Downtown Cocoa RDA economic development. Three conceptual plans were developed featuring the waterfront, Historic Cocoa Village and neighborhoods west and beyond. The vision for Cocoa Uptown Business District contemplates the development of a master stormwater plan and parking overlay district that will provide for higher density development for new and existing businesses.
